New maps depicting 59 units of the CBRS in Delaware, Florida, North Carolina, and South Carolina were made effective on December 21, 2018 via the Strengthening Coastal Communities Act of 2018 (Pub. L. 115-358). These maps comprise about seven percent of the total CBRS units and constitute the largest legislative update to the CBRS since 1990.
Public Law 115-358 helps to preserve the long-term integrity of the CBRS by adopting maps prepared by the Service through a comprehensive process to correct legitimate mapping errors and add qualifying areas to the CBRS. This effort also provides more accurate CBRS maps and digital data for planning coastal infrastructure projects, habitat conservation efforts, and flood risk mitigation measures.
Thirty-two of these maps were produced through the Service鈥檚 Digital Mapping Pilot Project. Three of these maps for CBRS units in Bay County, Florida were produced through the technical corrections process.

The U.S. Fish and Wildlife Service (Service) prepared a draft revised map dated May 16, 2016, for two existing Coastal Barrier Resources System (CBRS) units in Bay County, Florida 鈥� St. Andrew Complex P31/P31P. The draft map was prepared in accordance with the Coastal Barrier Resources Reauthorization Act of 2006 () which directs the Service to prepare draft revised maps for all CBRS areas, make recommendations for additions to the CBRS, and solicit public comments.
The Service announced the availability of the draft map for a 45-day public comment period (July 7-August 22, 2016) in a notice published in the Federal Register (). The Service sent letters to numerous stakeholders, including members of Congress; Federal, state, and local officials; and nongovernmental organizations to advise them of the proposed changes and opportunity for public comment. The draft map, Federal Register notice, and summaries of the proposed boundary changes were made available on the Service鈥檚 website during the public comment period. The Service considered the comments that were submitted and transmitted a final recommended map to Congress dated October 7, 2016.
